If I were to only have the time/willpower to watch one of the 2 formats, which would benefit me more?

Or if I eventually decide to watch/read the second, which would I be better off reading/watching first?

I'd say watch the ova first to see the "original vision", and then read the manga as a second interpretation.

I've heard the manga is really good, but I haven't read it yet. The ova is only 20 or so minutes though, so you should have time for both.

> Anime or manga?

Answer is easy: the manga, since according to absurd MAL rules "Voices of a Distant Star" film is NOT anime. See:

> Rule I.2: Production Staff
> Works must be produced:
> I.2.1 By reputable animation companies with professional animation creators in the country of origin.

However, the entire "Voices of a Distant Star" was created by Makoto Shinkai on his Apple Mac home computer and his wife acted as seiyuu. Nothing company about that.

Under the same rules, Eizouken would not be anime either as the trio created animation as a school club activity, so they aren't a company or professionals.

The above quoted, bizarre MAL rule essentially guarantees extinction of anime genre MAL in the near future, since "infusion of new blood" into the profession is excluded by the definition. Of course, new anime will continue to appear just MAL won't be able to add them to DB, since they don't fit their rules. Thus MAL condemns itself to losing relevance.
