I believe that when building the world, the rules/laws governing the world should be such that it does not seem unnatural. However the rules regarding thought spirit are very much the opposite. The given rules imply that the peace maintained in the world is very very fragile and has been upkept by very handful of people in the whole of the world. I'll explain.

The rules as I understood them:

  • When too many people start believing a story, or say imagine very similar things, their thoughts manifests them into a thought spirit.
  • The powers of the spirits are basically unbounded, ie; whatever the people imagine, it can be manifested.

Now, as we all know, there are many number of ghost stories like bloody mary whose number of believers may very well exceed the population of Tokyo. At any rate, there are countless cults and ghost stories with at least as much number of believers as that of Steel Lady Nanase [I assume no. of believers for Nanase is a small fraction say 4-5%(generous) of the town she died in]. In such a scenario, in the anime universe, there must be others like kotoko who deal with such apparitions. However, the anime repeatedly calls kotoko a god so I assume that she must be the only one of her kind in Japan. Assuming even two, There cannot be more than 4000 such persons in the world.

If a spirit is not dealt with, it is not that it disappears. People will now and then encounter it and the spirit will only grow stronger.
There are many mysterious murders every year. Taking an underestimate of 20 as number of thought spirits formed, if say net 5 ghosts are not dealt with in a year, in a century, there will be 500 spirits.
Say 400 of them vanish because of decline in popularity. Even then, given how the spirits only get stronger, we will have 100 spirits with average 50 years of romours. Now because of the rules as given above, these spirits must be so strong as to kill 250 people per night. ( calculated as Nanase strong enough to kill a group of 7-10 after 1 year so taking 5 as the pre internet value, 50 year means 250 per night ).
Say our time begins in 1800s when newspapers were circulated, books were written etc. and thus romours could spread easily.
So in 2000, we should have 100 ghosts capable of killing 750 per night [5*150 ghosts of 1800s] and 100 ghosts capable of killing 250 per night [5*50 ghosts of 1900s]. Given how the internet and globalization has increased the communication exponentially, I assume 100 years of 1900-2000 can be recreated in 20 years. So taking 10 people/night increase as 1 year gain of a ghost in years 2001-20, in 2020 we have, 100 spirits killing 950 per night, 100 spirits killing 450 per night and 100 spirits killing 100 per night.
Now assuming 20% hit rate, about 10 million people should be killed by thought spirits alone in a year. That is a ridiculous number and everyone knows it.

Also if a spirit is so much feared that people think it is going to end the world, there is pretty much nothing one can do abot it.

A simple suggestion from me is to add rule that says that the more popular a spirit grows, the more is confusion among people. Similar to a chinese whisper game. And thus the power of spirits is like a bell curve that will fall after some threshhold popularity.
Second, a thought spirit cannot have any power that people believe it to have. It should have power very limited.

Lastly, a suggestion specific to steel nanase. If nanase's steel bar can tough people, people should be able to do so too.
