And about S3,we don't have any informations about S3 right now so I can't answer about that. I think it's good to watch SS Case1-3,though |

I am unsure about the Sinners of the System movies; I have not watched them yet. However, the first Sinners of the System movie have characters from season 2, so there is that. |

If you skip Season 2 and the two preceding movies, I don't see why you would even watch this one. The original movie and this one aren't any different in their purpose to Season 2/Tsumi to Bachi 1-2, as their purpose is simply worldbuilding and moving the plot of the Sybil system further. They are not Kougami movies per se, instead they are just another piece of buildup, just one starring Kougami. He gets next to no development between the end of Season 1 and the end of this movie(well, at least I figured that this is the kind of life Kougami would lead after the last episode). If you just want to get any piece of Kougami screen time you can get, sure, go ahead, but if you really love his character this much, watching him loitering for 3 hrs(combined) would hardly feel fulfilling. Kougami is mostly a spectator in these movies, they have their own plot besides him. If you don't appreciate general Psycho-Pass worldbuilding this movie wouldn't do much for you. If you do, then you need to see Season 2 and the preceding two movies. |

Why anyone would want to watch season 2 is beyond me. Reading the manga was only marginally tolerable, so I shudder at the thought of anyone with my level of patience subjecting themselves to the pace of slow-motion train-wreck like that. At least I can blast through it at my own pace if its a manga. That notwithstanding, you can totally watch the Sinners of the System movies having seen only season 1 and the original film (not that I think the latter is particularly noteworthy). Season 3 and First Inspector, I think, are good, but I made the mistake of watching them before seeing the Sinners of the System films; there were some holes in my knowledge of the series lore that only the second and third films could fill, but they're not impossible to work around. |

Pacing is actually pretty decent in season 2, it stumbles A LOT in every other department but it stil managed to have a somewhat meaningful conclusion despite it. |

Doesn't help that the production team was really short on time and Ubutaka Tow was sorely limited by having to write a story that "filled in the blanks" between S1 and the already in production movie. Had it properly been planned as a S2 it would have been a totally different beast. |
