It features sex of the furry persuasion which, depending on the regulating body can be classified as bestiality.
It's a short scene and quite stylish to boot, but it might be enough.
Aside from that it deals with some really heavy subjects. The death of a loved one, being a simple parent, self-realization and so on.
Frozen ran into a bit of a shitstorm because people interpreted Elsa comming to term with her powers as a metaphor for her being gay and I can easily see how a similar metaphor could be applied here.
Those are just the obvious things that mike affect a rating board.

Even though I personally don't find it offensive, bestiality is not something that everyone wants exposed to young children. Also, it has adult themes like death and abandonment, which are older and more mature themes. I don't think a kid would be able to fully grasp the message of the film.

The only argument against it are the "sex" scene and the brif nipple shot.

1: if you think nursing counts as indecent nudity I will have to call bull. It is literally the thing boobs were made for. Children should know what that is. Heck if a kid has a baby sibling they proboly see thier mother nurse their little sibling everyday.

2: The sex scene thought kinda iffy I think will just fly over most kids' heads. And there is nothing pg13 about seeing a couple kiss

I dunno I feel like PG has kind of lost its original meaning nowadays. Used to mean Parental Guidance is to be used or some material may not be suitable for children, which I would say fits the movie fine. Has some questionable stuff which is why it isn't rated G for everyone. Saying it needs a PG-13 rating is a bit overboard. I mean I saw the first Alien movie before I was 13 and I turned out fine. Wolf Children's tame in comparison.

Because it's officially been rated PG by the American MPAA, Australia and New Zealand's OFLC, the United Kingdom's BBFC, and the ratings boards of two Canadian provinces.

Calling 13 year olds children, lol.

Lion King, one of the most famous movies for children, also deals with similar themes of death and abandonment and is rated G.
The message of this movie is also very important for younger people who are about to grow up.

It was appropriately rated.
