These are anime that were at one point legally available in North America, but no longer are. They're out-of-print/going for outrageous prices on eBay and the Amazon Marketplace, not available for legal streaming. Some of them were only ever released on VHS in North America. In general, no one would blame you for watching them illegally. (Unless you're Caitlin Glass.)

Discotek is best girl/company and continues to rescue many titles from this purgatory state.
