Manager ShibataShibata is the manager of the Tokyo Private Police, an organization that supports the overburdened Tokyo police. He is always neatly dressed in a suit, polite and friendly to its employees. His team consists of four people and is headed by Keiko and him together. All of the team is aware that he has a sexual relationship with Keiko and she is his girlfriend.
