The head of SYSNET who acts as leader of SIRRUT. Kuroto claims to have a grudge against Nanahara Fumito who kills his family and 'took away his freedom'. As a result from this incident, he is crippled and forced to use a wheelchair.
Mogari pretended to help Nanahara paralyze Saya by drugging her coffee. He later back stabs Nanahara with Saya's blade. However, Nanahara predicts this and injects Mogari's eye with Saya's blood to lure out the contract between humans and furukimono. This contract limits the furukimono's diet to a certain number of specific humans guaranteeing human survival. The contract manifests in the form of an eye and later a giant humanoid monster with blue hair and multiple eyes. Saya eventually kills this monster, rendering the contract void and presumably killing Mogari.
