But a picture taken by accident in the battlefield accelerates the peace process: a photograph of a flag, which became the symbol of peace. However, just before the peace agreement is finalized, the flag is stolen by an armed extremist group in order to obstruct the truce. To rescue the flag, the UN sends the Special Development Command (SDC, which is armed with the High Agility Versatile Weapon Carrier (HAVWC)), along with an embedded photojournalist to record their activities. Episode 2 (Hoshifuru Oka no Yakusoku) (Promise of the Starry Hill): College student Yui was suddenly invited by her mother to visit an observatory on her 20th birthday. Yui has to travel along snow-covered roads to reach the observatory. The visit makes Yui remember going to the same observatory with her late father on every birthday when she was a small child. Episode 3 (Kioku ni Mau Konayuki) (The Snow that Dances in Memories): Tells a tragic teen love story about two childhood friends who fall in love only to part ways when the girl decides to study abroad in France.

Puka Puka Juju is one of the four anime works that each received 38 million yen (about US$470,000) from the "2011 Young Animator Training Project." Just like in 2010, the animation labor group received 214.5 million yen (US$2.65 million) from the Japanese government's Agency for Cultural Affairs, and it distributed most of those funds to studios who train young animators on-the-job.
