After finishing the first _Yokohama_ OVA... I hate to ding any _iyashikei_ anime because they're so rare and so interesting (eg. http://chrome.dasaku.net/?p=501 ), but I'm not sure it deserved even a 7. _Aria_ was light-years beyond.
My _Yokohama_ download had quality issues (maybe I would've have liked it more if it had a working audio track), and animation issues (a bit *too* washed out & static & Ghibli-esque), but beyond that, I think the plot is simply not very good, having not been impressed by the manga volumes I read either. It can be a fine line between good _iyashikei_ and boredom, and I fear _Yokohama_
