The special recaps and One Piece: Episode of Alabasta - Prologue are listed as TV Specials, but they are not apart of the 13 TV Specials, which are like films that aired on TV.
Nissan Serena x One Piece 3D: Mugiwara Chase - Sennyuu!! Sauzando Sunny-gou is now listed as a commercial, but I'm pretty sure it's still considered a special.
One Piece: Jango no Dance Carnival is now listed as a special, but it used to be listed as a movie and is considered a short film.

This list counts only things listed on MAL. There could be more that should be, but is not yet added to this website.

One Piece: Long Ring Long Land-hen (Recap 3) is fully lost and can't be watched.
One Piece Character Logs (Recap 4) is pending approval on MAL. It has 9 episodes, but is considered as a single recap. Link: https://myanimelist.net/anime/50385/One_Piece_Characters_Log
One Piece: Barto no Himitsu no Heya! has 4 episodes and is considered as Recap 5, Recap 6, Recap 13 and Recap 14.

Personally, I can't find Recap 2, Recap 4, The Planetarium (2007) or The Planetarium (2013) anywhere on the internet, as well as Recap 3, which probably won't be found. I don't think Recaps 1-4 were officially released outside of Japan, which is why they are impossible to find. The DVDs for Recap 4 are available for purchase from Japanese websites.

The One Piece Planetarium specials were only screened for a limited time in various planetariums across Japan. Unless someone recorded the 35 minute video and uploaded it on the internet, it's unlikely we'll get to see it.

There are other One Piece Commercials not listed on MAL, so I'm not sure if they include any 2D/3D animation. There's also the One Piece ONA Recap on YouTube, recapping Act 1 and Act 2 of Wano Kuni. It seems to have been removed from MAL. Maybe it wasn't an official recap done by Toei.
