Judgement vs AntiSkill

I'm wondering what organization an esper would be in once they graduate from school. Presuming someone had been in Judgement as a student, would they continue to work in Judgement, move on to AntiSkill, or work with some other agency?

This was for a story that takes place 2 or 3 years after they graduate from high school, (although there could be in university and still be in Judgement I expect ). So I borrowed a trick from AntiSkill and made them paid training officers, teaching the incoming recruits, thus allowing them to work a specific enforcement effort.

as far as organization of espers go both get rekt by the GROUP ITEM SCHOOL and FRESHMEN

but anti skill is better equipped to deal with espers then judgment is

basicly

judgment = mall cops

Anti Skill = swat team
