Pretty similar. Both are just about a couple who live and spend their days together. There are sweets, there are troubles, there are difficulties, there are funny things.. and no (big) drama. A cute and very fun slice of life.
Reading both are like seeing an ordinary couple in real life living and doing routines. There's no special topic or anything.. but that's what makes it special and really good.
The only difference is that Harukaze mentions about other people's views and risks of being gay, while Hige to Suzu doesn't. However, they both have a slightly similar family background/situation.

This manga is also about established relationship and focuses on the more domestic aspects of said relationship. Hige to Suzu to Shabondama is more similar to the second half of Harukaze no Étranger, as the characters in this manga are in their older 20s and early 30s from the get go. The characters have a similar bubbly guy/serious guy dynamic. It's slice of life and the little plot that shows up is navigating relationship issues.
