Yes and no. It starts in pretty much the same manner, but the original adaptation only had an incomplete manga to work with so by halfway in both series, the only real resemblance is that they have broadly the same characters and world.
In all honesty, Brotherhood is a lot more direct and "shounen", but FMA has the darker themes, in particular the whole obsession angle which most people seemed to miss completely.
