Yea of course, and ratings for me are never absolute. But it also depends on the show itself. You can't rate a show like Cowboy Bebop, or Gintama solely on its story because those are obviously character driven episodic shows that are not plot focused
That's why I said "slightly", I know he's not an interesting villain by any means and not on the level of those guys, but explaining his motivation I feel would help the viewers better understand what is going on in the anime hence the reason why its a 6/10; not doing so leaves a massive plot hole in the story. Not every mangaka has the level of lets say Naoki Urasawa to present a dynamic or a theme in the story like Tenma vs Johan. In erased manga, at least we understand why the dude is targeting little girls and how he got influenced to do what he does; sure the explanation may be an ass pull and dumb but at least it fills in that void or plot hole that's missing in the story
No doubt he's a shitty one dimensional villain but he's slightly bearable in the manga. They could easily have put in his background story and cut off a few scenes. It's super retarded cause no one knows why the fuck he's doing what he's doing in the anime lmao. I remember they showed that scene with the hamster and spider to kind of hint at his motive, but it's still retarded and not explained properly. The story overall is more explained in the manga
