Nope. The way the Poly/Original had it, there are many reasons why Earth would wants the Thirds removed. For one, Exploration and colonization tends towards the mostly male; in the Armitage anime this is shown in the fact that the bulk of Seconds and Thirds are female. This means that Thirds were mainly used for population (as mentioned in Armitage) and unshackling Mars from being dependent on Earth. Add in that Earth had a female world leader and it was explicitly mentioned that things like the Thirds were seen as akin to an abomination and replacing the natural order, and you have all the reasons why Earth would want the Thirds gone.
