I'll stay with Code Gayass: Ledouche of the Fagolution

Sometimes during the last days of the great war between Galactic Empire and Free Planet Alliance, a border planet was found. I was cut off from other planets, but there was pretty advanced human civilisation living there. Satelite scans and radio broadcast revelead lot's of information about the planet. Young and promising commander named Paul von Oberstein was in charge of the surveilance. Local population seemed to proove hostile if faced with sudden revelation of the existence of the Galactic Empire, so the only choice the higher ups made was to seize the planet by force. But there was no hurry, was there? Oberstein insisted to not make haste, and to do things slowly. It was his "pet project", a practice of sort...
After analysing the situation, setting the spy network he instigated a plot. He used a young member of the royal family of one of the most powerfull nations, and made otherwise useless wimp into a tool to advance his plans. Using his spy network, extensive satelite surveilance and research and production facilities that were at his disposal alongside other resources, he guided him by hand through his "rebelion". Using cybernetic implants, holographic projectors and other high-tech stuff that got transported on the surface and his now extensive spy network he was now able to shape the world in any way he wanted to. He guided his "pupil" by hand through many battles and intrigues he would loose otherwise, and when he was about to claim a victory things went wrong...
Oberstein's Dog fell ill. He rushed back to the capital to see him and help him recover. When he was back, just as predicted, everything went horribly wrong on the surface.
"Interesting", he thought, and started his work again. And he succeded, his puppets danced to the music of war he played, they sang to the lyrics he composed, they lived and died to the script he wrote. He enjoyed the show, the battles between his puppets. He even gave one of his "pupils" an imperial ship, heavily modified and equipped with lot's of nuclear missiles, and watched as this titan falls.
Finally, he made his first pupil commit suicide "for the greater good", and soon afterwards his plan was complete - local military forces were heavily weakened.
A full-scale invasion was launched. The resistance was fierce, but it was nothing compared to well trained Imperial troops. Soon, the planet finally feel. All symbols of the old powers were destryed, all resistance mercilessy and swiftly disposed of.
With his plan fully succesful, Oberstein thought to himself "I wonder if I could repeat this... experiment... on a greater scale... on a galactic scale..."
I had fun once and it was awful.

Oberstein doesn't need to experiment on a grander scale.
His thoughts alone make galaxies fall into turmoil.

Indeed, the fall of the Eldar and the birth of Slaanesh was not because their decadence resonating within the warp, it was because Oberstein thought they were silly hedonists.

The dog/narrator. That's why he's so brilliant, since he belongs to Oberstein after all. But he always changes his plans too much, so he's clearly inferior to the man himself.

This topic kinda dead.... Ill give it a try (Dawn of War... not really anime but I was influenced from the talk above)(if you dont know the story, check wikipedia for warhammer 40k and Horus Heresy)

Just before Reinhard died, having gained the thought to rule himself, the great Oberstein started a plan where he would fake his death and start building his empire from the Earth. He thought that Reinhard would be an obstacle, and eliminated him using a disease which ultimately killed him.
Oberstein, having his name killed during the last attack by Earth cultists, went to Earth and starting calling himself "The Emperor." He built a new church with him at the helm, and a new army made up of genetically engineered soldiers called space marines. He organized them into chapters, and fell directly under his command. Using his mind, he made the Earth prosper, and continued to rule it.
Having set up his base, he invaded the Empire, which fell easily to his strategy (He allowed Reinhard to unite the empire so that it would be easier to conquer it from his timid wife and young child). Oberstein, having found his beloved dog, sent it to Earth.
Even as years past, no one knew who "The Emperor" was, but everyone knew he was immortal. This is because Oberstein's lifestan is proportional to his awesomeness.
As years went by, he discovered new alien species, namely the Orks, Tau Empire, Eldar, Necrons, and started fighting to wipe them out, leaving man the only species in the galaxy. Reinhards son, who was able to escape and called himself Horus, became Obersteins trusted Primarch.
After having left Earth for soo long and learning that his dog was dying because of old age, Oberstein gave Horus the title of warmaster (commander in chief) and returned to Earth. However, because of this, Horus rebelled, taking half the space marines with him and besieging Earth.
While on Earth, Oberstein oversaw preparations for defence, and won, killing Horus himself. Having been injured trying to save his dog from the clutches of Horus who used him as a hostage (which died later anyways), Oberstein was unable to move and had to rely on a new technology called the Golden Throne, where he ruled for eternity, giving out his brain waves to the universe, and starting the massacre of other races....

Oh well, thats it for me.

Oberstein joins Reinhard, Mittermeyer, Reuenthal and Kiricheis allience where he was expecting military tactics, and new experiments on a grander scale, but instead the other admirals spend there days cracking jokes and drinking tea, Oberstein then loses control and joins in.
