Well for starters, some series don't even have 10 important characters, much less 15. What do we do for those series? Just put in the random characters that go nearly no screen time which no one cares about? When limited to only one series, it only works well for series with more than 24 episodes (like long running shounen), as they have more screen time to give to side characters so people can care about them. This works with Fullmetal Alchemist, Naruto, Bleach, Fairy Tail, but would it work with Henneko, Toradora, Day Break Illusion, Gosick, etc?

1 character per franchise I think. Otherwise, you'd get a load of people from 1 series, and that wouldn't be as interesting in my opinion.
