Is it better to watch what it is a spinoff of and then watch the said spinoff?

yup, I see no reason to just watch the spinoff without watching the original, unless you've read the source material for the original but then the result is the same anyways.

In most cases, probably. In the end it'd come down to just how much it references the parent show though.
