I know we've already done a debate about psycho animes, but I thought it would be good to debate on specific characters.

Shion is Mion's identical twin sister, who currently resides in Okinomiya. In spite of their different personalities, she and Mion often switch places, and it can be difficult to distinguish between them. Their first switch took place when they were little. Right before tattooing the symbol of an oni, which is reserved for the older sister, she was mistakenly identified as Shion, the younger sister, which means that she was actually born as Mion Sonozaki, the older sister. Since then, she switched her identity of Mion with Shion, the younger sister. She was sent by the Sonozaki family to a private boarding school, but escaped and returned to live near her hometown, where she lives with Kasai. In spite of all this, she and Mion maintain a close relationship. She was in love with Satoshi, and blames the Three Families of Hinamizawa for his disappearance in Watanagashi-hen and Meakashi-hen (the latter told from her point of view); this, along with a different demonic sadistic personality she manifested in her grief, drove her to mass murder.

Lucy is a teenage diclonius girl, around 18 years old and the central protagonist/antagonist of the series. Lucy has four vectors with a limited range of about two meters. However, she can be swift and lethal within that range, and will use any nearby objects as high velocity projectiles to kill at greater distances. She is also capable of stopping or deflecting most standard ammunition when she concentrates on the task.

Everybody who has seen Elfen Lied episode 1 should know that an anime character more psycho than Lucy simply doesn't exist! XD

Shion is more psycho for the simple reason that she is mentally ill, while Lucy holds humanity as, well, inhuman and therefor does not see any reason to let them live. And I think her point of view is pretty defendable considering what she lived. Anyways, Shion gets my vote ^.^

I'll have to go with Shion, for 2 reasons..
First, I haven't watched Higurashi yet (and only just started on the vn), but I've heard that she's apparantly quite a psycho.
Secondly, I don't really think that Lucy is really a psycho O.o Well, sure, she's coldbloodedly killed a bunch of people lots of people, but well, they were mean to her, right?
And she's also got this logical way of thinking anyway, she doesn't just go killing just for the killing ^^,
