I know we've already done a debate about psycho animes, but I thought it would be good to debate on specific characters.

Shion is Mion's identical twin sister, who currently resides in Okinomiya. In spite of their different personalities, she and Mion often switch places, and it can be difficult to distinguish between them. Their first switch took place when they were little. Right before tattooing the symbol of an oni, which is reserved for the older sister, she was mistakenly identified as Shion, the younger sister, which means that she was actually born as Mion Sonozaki, the older sister. Since then, she switched her identity of Mion with Shion, the younger sister. She was sent by the Sonozaki family to a private boarding school, but escaped and returned to live near her hometown, where she lives with Kasai. In spite of all this, she and Mion maintain a close relationship. She was in love with Satoshi, and blames the Three Families of Hinamizawa for his disappearance in Watanagashi-hen and Meakashi-hen (the latter told from her point of view); this, along with a different demonic sadistic personality she manifested in her grief, drove her to mass murder.
(Music is German...and imo pretty bad =/)
Lucy is a teenage diclonius girl, around 18 years old and the central protagonist/antagonist of the series. Lucy has four vectors with a limited range of about two meters. However, she can be swift and lethal within that range, and will use any nearby objects as high velocity projectiles to kill at greater distances. She is also capable of stopping or deflecting most standard ammunition when she concentrates on the task.
Lucy hates humans mainly because of how she was treated by her human peers as a child, of whom she eventually killed several after they captured a puppy Lucy had been caring for and beat it to death in front of her. Consequently, she discounts non-diclonii, claiming they are not real people, to the point of telling Nana that she has "not killed anyone yet". She seems to lack empathy and kills without much concern and normally as a first reaction. She is incredibly sadistic, amputating limbs and blinding foes, leaving them to bleed to death rather than killing them outright. Despite this lack of concern for human life she will not harm Kohta, and cries and apologizes for killing his family in a fit of jealousy; she loves Kohta, but due to her vengeful nature, she believes he will be content without her existence. As such, she refrains from killing in his presence, except in the anime, when at the end, she kills a whole army in front of him. However, Lucy still isn't above acts of jealously, once using her vectors to shove Yuka when she saw her holding hands with Kouta. She never refers to herself as Lucy, but thinks of herself as "Kaede", which is the name she uses to sign her letter to Kohta in the manga. After her death in the manga, Kohta and his daughter are approached by two twin girls with ribbons in their hair, heavily implied to have some connection to Lucy.

This twisted dream will die When the Cicadas Cry.
Shion is more psycho for the simple reason that she is mentally ill, while Lucy holds humanity as, well, inhuman and therefor does not see any reason to let them live. And I think her point of view is pretty defendable considering what she lived. Anyways, Shion gets my vote ^.^
I'll have to go with Shion, for 2 reasons..
First, I haven't watched Higurashi yet (and only just started on the vn), but I've heard that she's apparantly quite a psycho.
Secondly, I don't really think that Lucy is really a psycho O.o Well, sure, she's coldbloodedly killed a bunch of people lots of people, but well, they were mean to her, right?
And she's also got this logical way of thinking anyway, she doesn't just go killing just for the killing ^^,

because she was possesed by the curse.
Lucy did all that stuff of free will.
And as a proud admin of the Psychological Love club, I say that all the arguments defending Shion in the first page are almost completely incorrect. =P Shion IS a psychologically ill character, but she didn't wanted to do what she did at all. But Lucy wanted, did, and she loved doing it.
They are both yanderes! Lucy, to me, is more insane, though. Shion only snaps for a short period of time, while Lucy is crazy basically her whole life. Shion has guilt for most of her murders and goes crazy from them, Lucy only has guilt from one, but goes insane from other stuff. Shion lies a lot about her personality problem, whereas Lucy has serious personality issues.
