I'm trying to find some action/fighting anime where the main character/protagonist isn't overpowering.
Some examples are DBZ, Inuyasha, Kenichi The Mightiest Disciple, Bleach and Naruto and really just about any other one you can think of.
The kind I hate the most is when he suddenly gets really strong by his/her "heart" and/or emotions.... such an overused theme and very predictable.
OH NO!! so and so is in trouble I MUST defend them.... 5 seconds later.... yay I won somehow!..... I never saw that coming noooo.

Ya most fighting anime are like that. I probably should have called it the nearly impossible recommendation? I have seen Hellsing. Forgot to put it on my watched list. Tho he is completely overpowered he does it in a dark and freaking awesome way. His character more then makes up for him being overpowered.

the following is worth looking into:

Rurouni Kenshin
Baccano!
Blood+
Sword of the Stranger
Cowboy Bebop
Fullmetal Alchemist: Brotherhood
Lupin III(if you don't mind waaay old school)

...most of these series have strong characters that don't pull their unexplainable overpowering powers out of their asses at the very last minute to beat an enemy

I'm not sure I understand this, do you want a series with a protagonist that's not overpowered, or one that does not require powerups?

Hellsing Ultimate probably is the best choice for a overpowered protagonists that doesn't need powerups. And whenever the next episode comes, we'll truly see Alucard's full powers at last.

Another option is MD Geist. Cheap but entertaining, and with a brutal protagonist.

Hokuto no Ken also has no real powerups to speak of, Kenshiro just rip to pieces anything that he doesn't like.

Guess I should say protagonists always being the strongest in the show gets old fast. I want one where they are not the strongest and wont be the strongest.

I guess I could have said a protagonist that doesn't start weak and get strong but even purely strong characters are boring with out a very good personality and such. Hellsing never went from being weak and almost beaten to being strong. But his personality and style was awesome.

Most fighting anime protagonists are idiots who win by luck or some random power that only they posses. EX. Goku, Naruto, Inuyasha, Kenichi and Ichigo are some to name a few. I have some charaters in those I love but they are never played out very much and are always left behind.

I don't really care about the underdog because that story is been overplayed in just about every way possible.

Another good protagonist that is stronger then most in there show is Vash but his attitude and humor he brings is fresh feeling and fun.

Yeah I'd say Rurouni Kenshin as well. Kenshin is strong, but his wins don't come from random powerups, just skill, strategy, and quick thinking. And he's definitely not the strongest in the series.

Well Scrypt has some great recommendations. I've seen all of them but Blood+ but I co-sign the rest.

To Aru Majutsu no Index. The main lead Touma is in fact the weakest character in the show, but his right hand protects him from offensive magic attacks. He does get hurt quite often and he never levels up either, he wins from quick thinking.

Rurouni was indeed a good show, and different. About To Aru Majutsu no Index, is it the type where Touma is an idiot who randomly gets a good idea? EX Naruto or is he always smart like Shikamaru?

I can understand that.

I love the clash of styles and personalities in Samurai Champloo and Black Lagoon is one of my all time favorite anime. The theme song is to die for and the characters are very interesting to watch together.

Tetsuwan Birdy Decode, its a bit odd, but good and not nearly as ecchi as its premise would make it seem.
Also, you might consider some of the sports series. They're a bit better about making their hero's work for it.

I kind of dislike sports anime. They all tend to have the same storyline. Now if they had some sports anime where it was a bunch of people with superpowers playing the sport mabye.

Well you can watch Claymore and Kaze No Stigma (There isn't many fighting but the main character doesn't lose his sence...except in one episode :-D ) In Tenjou Tenge there is a lot of fighting but...That is right the opposite of what you want :D
There will allways be someone better than you, but that doesn't mean that you will defenetly lose to him!

Well since it hasn't already been suggested , you should definitely watch Berserk.
The main character isn't powering up in the midst of battle from some random resolution, trains for his "skills", and has also plausible romance in it without the schooly-type outbursts.
In fact i would say romance and the struggle are very well intertwined going from a mature ground-start.
Closer.

Claymore was good for the most part but the ending wasn't so much. But it did have a good story to it. I did watch what there was to Tenjou Tenge but as you said it was the opposite. I watched for the side characters.

And as for Berserk. That I'm currently watching off and on.

Baccano. Good action anime with many non overpowered "main" characters.
