Chitose Hibiya (日比谷 千歳)
Hibiya is the landlady at the apartment Hideki is living in, and the wife of the creator of the "Chobits" series. After Hideki finds Chii, Hibiya helps him get clothes for Chii, and even teaches her how to use the baths.

Also in the anime Kobato she is the landlady for the same apartments.
