Both manga is created by Yabuki Kentarou, and judging from the art, you don't get nothing less!
The storyline also involved ecchi, romance, harem and comedy. except for "normal" people in it.

Both are manga written by Yabuki Kentarou, and so they share the similar comedic style as well as fall under the same romantic comedy/harem genre. There is also a common universe between the two manga, shown by appearances of Mikan and Celine from To Love-Ru and Magical Girl Kyoko from both Black Cat and To Love-Ru in the first chapter of Mayoi Neko Overrun. Yabuki Kentarou's art style is fantastic, and so if you enjoy one of these two, then you will certainly enjoy the other.
Well both manga share the same artwork, which is what I really liked. They are both the comedy/harem scenarios, they are both ecchi. With Mayoi Neko Overrun! there is many appearances of characters from To Love-Ru so it means that they share the same universe. So if you like the comedy/harem/ecchi with good artwork both of these series have it.
