The only similarities between these two are the Historic/Yaoi tags. I find the art are both on different levels. I personally like Inariya's art a lot more, as it is more refined and detailed.
As for the History: i feel that this genre dominates the plot for both mangas. You find less fan-service and more dialogue in both. 'Hari no Hana' is a lot more serious and less appealing to the younger audience, than 'Ouchou Haru Romance'. I also found both confusing because i don't really understand Japanese history.
