They both feature alot of dirty, explicit humor and jokes. Shimoneta, however, takes place in an alternate Japan where obscene stuff (including suggestive pictures of women and swearing) is banned, and after a turn of events the characters try to evade the strict law of the anime's setting. Whereas in Panty & Stocking you got a parody of American cartoons where characters swear in every episode and a lot of WTF stuff happens. Those two animes would accept as mindless fun if you're into explicitness.

If you love dirty jokes and endless sexual innuendos in a show where every character is more or less twisted and perverted, then look no further. Both PSG and Shimoneta also feature an innocent male protagonist, or a 'cherry boy', that slowly gets sucked into participating in the lewd antics of the perverted female protagonist.
Do you miss those dirty jokes from pswg? Well fear no more, Shimoneta also has dirty jokes, just censored, A LOT (unless you can find an uncensored version). And there is a character somewhat similar to Panty, Kajo. So if you want some more of her, just a bit more tamed, here you go fam.
Both are great series for people who like dirty jokes
