They are both Romance and Girls Love animes. The theme/school which Cafe Liebe takes inspiration from is very similar to the actual school in Strawberry Panic. Strawberry Panic is mostly focused on the romance between its female lead and her female upperclassman.
Strawberry Panic is 26 episodes long. It has quite a bit of drama, great animation, and is produced by the highly acclaimed studio, Madhouse. Strawberry Panic is a classic, and is one of the best Girls Love Romance anime out there.
