Both are about vampires creatures who actually are just funny and childish and both a tv show composed by short episodes.
Whilst Hipira-kun isn't about cats, both are heavily based on vampirism. Primarily the atmosphere is the main similarity, really the atmosphere is really similar. Both are shorts which can be a decent time-killer. Both have one or two jokes per episode, sometimes good enough to make you giggle for a moment.
