I find that the most impactful anime for me are those that enforce intense atmospheres.
Here are the top anime with strong atmospheres that stuck with me:
Durarara!!
Ikebukuro: the extraordinary just beyond the thin line defining one's own reality. Oh, the boundless mystery, the humans and monsters, the chatrooms, the OST of utter perfection! DRRR's Ikebukuro is truly special.
Flowers of Evil
A decrepit remote town with its equally decaying inhabitants. The rotoscoping and near lack of music (more accurately described as musical ambience) both match and deepen a story with a firm ground in reality. In a few words: empty, stagnating, unsettling.
Kaiba
The atmosphere on this one is intricately tied to the show's premise. I'd describe the feeling it invokes perhaps as "wanting." It's a philosophizing frame of mind that has us questioning the meaning (and gravity, or lack thereof) of identity and its relationship with body and memory.
