What Galek said. Unlike most people though, I didn't think the first arc was "meh". I enjoyed it quite a lot actually.
Objectively speaking however, Galek is right, the first 9 episodes are really meh but using a local term, I just enjoyed the "sabawness" (the closest translation of this would be "lameness" but sabawness captures what I want to say so much better) of the first arc so much. Anyway, if you could get past the first arc, Battle Tendency (the second arc) is very good and if ever you decide to give JJBA a second chance, I suggest soldering on with the idea of how much enjoyment the second arc will bring in mind.
