They both center on/around the mafia. Both stories include organizations that employ "the gifted" to complete specialty missions involving targets the regular police force can't handle. Of course, both main characters have secret powers that are insanely awesome yet make them a target as people want their power. All in all, both are great and I highly recommend them.  

Both focus on a young blonde lead who can be pretty ruthless and both focus around punishing bad types of people particularly criminals.  

The stories aren't too similar, but the main characters are both skilled, young, one-eyed killers who seem to lack emotion and were modified to become who they are now. They also both have a talking companion that is a creature that shouldn't be able to talk, but was created. 

government mandated killing, violence, and you like the characters. Some comedy. Dolls is more dramatic though. 

They both have a protagonist with awesome skills, terrible pasts, and ....interesting personalities. The protagonists work for the government to eliminate/execute 'evildoers'. The art is very pretty to look at and the plots are extremely interesting. I'd like to tell you more, but that would ruin the mangas ^w^;
