I would say I know how to do it BUT I ACTUALLY SPEND A LOT OF TIME EACH TIME I DO IT BECAUSE I NEVER REMEMBER. I think that you have to go to an anime and look all the topics, and then you can write yours

Then go to disscusions
Press see all discussion and at the top you should see a button saying make a forum I think
