Creating anime characters

I need an image that has two generic anime characters looking at each other (characters would start from the shoulder up) with a heart in the middle and some text inside the heart. Anyone know how I could create something like this or find someone who could?

It's easy. You can add a heart with transparent background and add text on it, you can use Paint, GIMP or Photoshop if you have it. About the anime characters, there should be some online app you can use, but the best bet is to either draw them or look them up on Google.
