To clarify this you must understand that there exist multiple alternate dimensions known as “Alternate History” that diverge from the “True History”
These “alternate history” exists because of the people in the “True World” which coincidently are also the possessor of the “True History” thought about an alternate idea which manifested itself into that alternate world.
In simpler terms, someone, somewhere in the “True World” which Hideyoshi supposedly existed, thought about an alternate “Sengoku Era” world that only girls exists (and talking dogs). Thus the alternate world is borned! It will remain in existance so long habitants of the true world remembers its existence. Once it is forgotten, the alternate world will be non-existence anymore.

For those who are “TL;DR”
In simpler terms, “Why are they all women?!”
Because the author of the story said so.
