I realize this isn’t helpful because Psychopass isn’t a romance but Kogami and Tsunemori have a bit of a similar dynamic. Wish I could give a better suggestion :(

I know you asked for anime, but a manga that is pretty similar is Nengara Nenbyaku Ansatsu Renka (all year round, assasination love song). It can be found on mangadex. It’s pretty good but not actively updating anywhere that I can find.

it's hard to find good action + romance anime

Maybe Chaika: Coffin Princess or Raven of the Inner Palace? They're not really considered romance though. But there are some romantic elements.

@Sapphire0700 Akuma no Riddle and Canaan are the first ones that come to mind.

Hidan no Aria AA sort of qualifies as well, I guess ¯\_(　´∀｀)_/¯

Modern-day assassin x romance stories are more of a western thing, so there isn't that much to choose from.
