I just finished s2 , is this a sequel / continuation to the series ? or just some type of filler movie

I think it's a sequel, it covers Kumiko's third year.

This movie is a sequel set after the events of the second season.

There is also Liz to Aoi Tori, a side story movie. Its story takes place at roughly the same moment as Chikai no Finale, but if you're going to watch both (which is the recommended way), the proper order is Liz then Chikai no Finale.
