There is not really enough material to make a 2nd Season.
They could makes around 11 Episodes , but there would be no ends at all , it would just leaves in the middle of action.
And since it's been 2 years that the Manga entered an indefinite Hiatus...

+ I don't think Gangsta is that popular to be worth a 2nd Season.

Well, more than five years have passed, but still nothing. So I highly doubt Geno Studio will ever gonna animate the second season.

The Studio in charge went bankrupt.
“So change the Studio!”; Well, not quite.
While changing studios is an “easy” fix, problem lies with the fact that the source material has been on hiatus for years due to too many reasons that we can’t count so is highly unlikely that it could be continued because the latest problem is the author’s unwillingness to continue the story.
If one studio decided to adapt the chapters available it will reach an impasse and again a cliffhanger ending.
Is it popular? Well yes, the series is liked in Japan because but the risk is high and probably deem “Not profitable at the moment”.
We’ll have to wait at least another 5 years since everything at some point is getting a sequel or a reboot but it’s not going to be anytime soon.

the more anime you watch the more you'll see anime like this that just end with no conclusion no season 2 and it just is the way it is and when you ask for a season 2 the answers you're gunna get is "jUsT rEaD tHe mAnGa bRo" lmao

I read the manga, just to finish the series. It doesn't have an ending either.

I think there is a completed spin-off story though.

It'll maybe have a remake when the manga is finished (not that I know, this is just my theory lol)
