S2: Emillia also has some problem and fixes that and develops her character.
S3 and onwards: Well now the main characters are developed now, time to get into the real story.

Have I interpreted it correctly?

Depends on what real story is for you... This season has a lot of set-up for the future.

The characters never stop developing, especially Subaru and Emilia, but yeah you get a lot "main plot" in season 3.

Since when was Re Zero about the action? The couple of action scenes here and there are just icing on the cake. Re Zero has always been about the characters.

Re:zero is a psychological drama anime which deals with the flaws of the characters and develops them. It is not an action anime. Don't expect much action.

Yes, basically this is training arc for their development.

After this, they gonna fight enemy that are far far stronger than betelgeuse in season 1, so this arc is needed for getting stronger physically and mentally.
