So I've seen that the digital release of the movie was Sept 1st and the bluray is the 27th. Is it usually a dub that comes from the BD that is used for any streaming for the movie online, or is it a fan sub group that does it and releases it when it's finished?

There is no "dub" for the kuroko series. It usually just the movie with no subtitles either unless specified. So far there are no "Official Subs" released; if there were it would have been on CrunchyRoll. All the subs you see on streaming, etc. are Fansubs; If Saizen Fansubs are still working on it (which I really hope they are! They also have to finish releasing season 3) then they would be the ones to release the movie with BD/DVD video w/fansubs.

It's been nearly a year after the movie is released in theaters on Japan yet there's still no DVD/BD. It should've been out in September last year.
