Wave's Raw Power Comapared to Tatsumi's (Raw power not skill)

I read through chapter 66 about 11 to 12 times now and noticed that even before Wave used runs tegui him and Tatsumi seemed equal in raw power. Wave and Tatsumi punched without either one bugging showing their they were equal in terms of power though Wave lost when him and Tatsumi started barging each other with punches following the lines it appears that Tatsumi pulled out 8 punches while Wave only pulled out 6 hence leading Tatsumi to land two blows on Wave. It's seems their strength is even its just Tatsumi had faster reaction time.
