according to head width, what sizes should the neck be?

When drawing the head and then proceeding on to the neck the neck and torso never look matching to the head.

so yeah according to the width of the head how to know how thick and long the neck and the space from it towards the shoulders should be?

It changes depending on design??? Unless you're after realism in which case I suggest drawing from a mirror for practice.
