In the year 2099, the UN had a meeting about the system that Egoist City must follow. Some said Democracy while others said Monachy, but the United Kingdom had an idea, based on their country. In that current period, the UK had a supercomputer that monitored its citizens by use of cameras. The UN eventually came to a vote and the UK idea won, but since some had flaws with it, they revamped it into the '3 division code', 'the color system', or it's official name, the 'Nextustic System', mixed with the Japanese Laws. In Egoist City, the rules are both different and the same.

1. Cams are installed all over the city to keep track of every individual.

2. Said cameras are in to insure no crime. Where people go and do that isn't crime related is basically ignored.

3. These cams are monitored by a person or several people in a big tower. These individuals will remain NPCs.

4. Once a crime is spotted, it's determined by the system what level crime it is.Each level has a reaction: Blue crimes (the lowest ones) are handled by Division 1 of the police.Green is handled by the 2nd division. Red (The highest) is handled by the 3rd division.Black, which means an act of terrorism is taking place, is handled by all divisions. How these divisions get this information is by the overwatch (the people in the tower) sending information to said division, whichever the level of crime it is.
