Do you call anime characters by first name or last name?

Depends but mostly by first name I think.
There are some series like Monogatari where the surnames are usually what I think of first though. There are even a few rarer examples where it's mixed and depends on the character, such as Suzumiya Haruhi no Yuutsu where I normally refer to Haruhi and Mikuru by their first names, Koizumi and Nagato by their surnames and Kyon and his little sister by his nickname.

Generally, I call him/her by first name.
