honestly most of the ops in To Love Ru are good in my opnion,Rakuen Project is probably the 2nd best after the first season op

Yes. Almost avery anime song is newly written for the anime adaptations, creating new songs means you don't have to pick popular songs and pay their higher usage policy. It also means a lot of CDs will be sold and the artists will get more recognition, so the music industry benefits as well.
