I don’t really get geto or kenjaku or whatever’s plan

It was all to Seal Gojo Satoru and he did it at the very beginning. Sealing Gojo Satoru was very much important before starting The Culling Game. The Shibuya Incident should've ended with Gojo getting sealed,, but since Gojo got sealed,, all the minor yet powerful curses n evil sorcerers got chance to move,, so the arc was stretched long enough to kill all ur favourite characters.

Thus, the Shibuya Incident was just a foreplay, to remove those tiny barriers (Jujutsu Sorcerers) from their path and they succeeded, most of the Sorcerers died in the Shibuya Incident and remaining ones are almost dead in the Culling Game,, then it was revealed again that The Culling Game was also Just a Trap for Him to Capture TENGEN and Merge with him (but idk why).
Apart from that, Kenjaku n Sukuna's ambition are still pretty vague to us,, but both are planning something much more evil.

OH AND we also have another Twist, i.e., the Character called ANGEL,, who Unsealed Gojo. But want someone to Kill Sukuna.

Even tho we are unknown what Kenjaku n Sukuna are planning,, But the reason for the Shibuya Incident should be very much clear.

(But, I still don't know anything about those Military stuff tho,, things are turning pretty fast and it's hard to imagine why Kenjaku was making deals with shoulders.......)
