Neither. I think in the end, Light truly lost because he didn't fully complete his dream and because of the fate of Death Note users. But L most certainly did not win.

Definitely Light. Even after having all the control of police, L couldn't prove that Light is Kira whereas Light even persuade a Shinigami to kill herself and L.

In my opinion, it's L because his goal was to catch kira which was achieved anyways, whereas Light wanted to become the god of the new world but he couldn't. Moreover, L didn't fear death whereas Light was too scared of death. And in the manga, he literally begged Ryuk to save his life.

I think that Light since he manipulated REM to kill L, and L didn’t anticipate that..?
Plus he got rid of L , like he said he would - after kinda playing with him for a bit

In a way they both won. L wanted to prove that Light was Kira and Light proved it to him as he was dying. And Light killed L so he also won. On their own head to head battle, they both got what they wanted, so they both won.

Technically, in the short term, Light won because he was able to get L killed before he could be apprehended. That said, in a very roundabout way L won in the long term because his findings all went to Near, who successfully brought down Light.

It's really a matter of perspective, and to answer that I ask a different question - do you think Near would have been able to identify Light as Kira without L's contributions? If your answer is no, then you have to conclude that L's efforts are the reason Light ultimately failed, and therefore L is the winner. But if you think Near would have found out with or without the data from L's investigation, then Light should be your winner because L's sacrifice was ultimately pointless by that measure.

For me, with that logic, I think L is the winner. As much of one as a dead man can be, anyway...

L knew he was kira the whole time (at that point imo he won)
also, light had a God, a death note, 2 women devoted to helping him so much that they’d kill themselves for the cause and full access to police info
L had a few barely useful detectives as help, a hidden identity i guess, full access to police info and fbi at the start.
L wins in raw intelligence and won considering the circumstances and how near led of his work and eventually beat him

While light did go off track, his his goal was on mark. Crime was completely gone and criminals were whimpering in hiding, wars stoped, was even slowly getting rid of the lazy freeloaders (while some say this was a bit excessive, fact is freeloaders are bad for society so it might be wrong morally, society would benefit. Not endorsing it, but cant fully be against it either.)

L losing to Light was just like Itachi losing to Sasuke, if you've watched that episode closely.. L knew he was gonna get killed and Light also realised that and was stunned
So L died physically but won mentally
