Absolutely not. The first arc of Index has aged awfully. I'm a massive fan of the series and the only thing Index 1s opening arc achieves is having a banger OP. Railgun on the other hand is a little more slice of life oriented initially but I found it easier to get into than Index-it is also a prequel. If you have anymore questions just quote me :)
