Isn't clayman already a demon lord? What do they mean by he wants to awaken as a true demon lord? If he's not already how is he allowed to be with the other demon lords and vote for wulburgis like them? And if he was just strong and pretending to be a demon lord how would rimuru even know that? Can someone explain

Basically ‘demon lord’ is a title and a true demon lord is what rimuru is (after he killed the army).

Clayman is a Demon Lord in name only. The difference is that “Demon Lord” is a title given to someone who is strong and typically cruel and harsh, and “True Demon Lord” is a species/title given to an individual who has been recognised by the Voice of the World as having awakened in a fashion similar to Rimuru to become someone with immense strength (usually in the form of an Ultimate Skill). The prerequisite for becoming a True Demon Lord is to have a Demon Lord Seed (which Rimuru obtained during his fight with Orc Disaster). Clayman has a Demon Lord Seed but has not yet obtained the souls necessary to awaken into a True Demon Lord. So to sum up: he is a Demon Lord in name only.!

Clayman is a "Demon Lord," who has a demon seed, much like the Orc Disaster- Geld. When Clayman ordered Gelmud to name several majin, that was in hopes of one of them becoming strong enough to gain a demon seed- turning into a "Demon Lord" in name. This in turn, gives Clayman a whole "Demon Lord" ultimately under his command; a Demon Lord whose sole existence is to be his puppet. Having a Demon Lord under him gives Clayman better access to Walpurgis among other things.

Basically, you become a "Demon Lord" in name as soon as you gain a demon seed- a precursor to the "True Demon Lord."

You can think of it as a starting point of an evolutionary line; being on that starting line alone is enough to grant you the title "Demon Lord," albeit just that- a title- one that requires a bunch of souls for the "True" evolution.

anyone can join the club as long as they get approved by at least two members

btw ramiris herself one of the founders is not a demon lord, she's the queen of the spirits. and do you know demon lord leon cromwell? that guy is not even a monster, he's a human

Diablo has already instill fear into Razen so he doesn't have to worry about his betrayal and make it easier to also do that to Edmalis with Rayhiem. His personality is way crueler than anyone else in Tempest so is simpler to trigger a civil war just by making some negotiation terms. Edit: Other executives don't seem to have good a negotiation level or don't have enough strength to handle the sudden attack on them that Falmuth could make
