It's a show set in an alternate historical version of London that split into two factions called the Kingdom and the Commonwealth after the development of steampunk-style technology, and focuses on a group of undercover spies from the Commonwealth who use espionage and counter-espionage to destabilize the Kingdom. Checks off all of the boxes you mentioned and is a great watch.

To be fair, a classic anime such as Cowboy Bebop might fit your bill as well. Though the central characters are not particularly interested in the criminal, they do exist in a dastardly milieu, and often have to plan and execute capers where all three of your desired elements are key.
