i mean he met shanks when he was a child so anyway i would say not much i dont remember but hes always been the funny adventurous childish main character the only change that happened was when *SPOILER DONT READ AHEAD BEEP BOOP* his non blood related brother dies

Luffy's development is as a captain not as a person (he is already perfect in that regard as protagonist of one piece)
Luffy's development as a captain is great
Eg:when luffy bow downed to the people of drum kingdom to cure nami and luffy vs ussop, luffy's decision to train for 2years before reuniting and so on

Luffy is a rare type of protagonist where instead of the world changes him he changes the world. So you have to ask how much has everyone whose met Luffy developed after meeting him.

Luffy is one of the greatest protagonists I have ever seen, there's no one else like him...
His development as a character hasn't changed much throughout the series but his love for his friends and family have only increased...
He has become a lot stronger now and will keep on getting stronger as the story progresses...
Luffy is one of my favourite protagonists...
I just love that guy, never seen anyone like him before...

He has the streak of just beating people left and right and left and right ,until the next big arc where he struggles fights a couple times with the main villain loses, then comes back with a strategy

Luffy is mostly a static character, he doesn't change his hair colour much.

Luffy is a static character, he doesn't need to have a character development or change. He changes the world around him and he's already a perfect protagonist for One Piece, you should look at his development as a captain or a leader instead.
