I heard that Emilia was going to marry Regulus in the novel, is that right? And has Regulus touched Emilia? For example kissing her or something?

Apparently I heard that Regulus has a thing for 'virgin' so he never kiss or do things to his wives LOL.
So i suppose they had not kissed. Don't know about touching.
He basically had multiple wives to make his authority work better.
